Response to Question:Safety of principal is the most important objective of the County Treasurers office. The investment of County funds shall be conducted in a manner that seeks to ensure the preservation of capital. Such priorities and guidelines are based upon Chapter 135.35 O.R.C. and prudent money management. The investment portfolio shall remain sufficiently liquid. Minimum liquidity levels may be established in order to meet all current obligations of the County so that securities mature concurrent with cash needs. Whenever possible, and consistent with risk limitations and prudent investment management, the County shall seek to augment returns above the market average rate of return through the implementation of active portfolio management strategies. Certificates of Deposit, Federal Agency Securities and eligible Money Market funds shall comply with 135.01 O.R.C. regarding limitations and restrictions. To energize the Countys economy, we have traditionally tried to keep our investments in local banks. |
