Response to Question 1:First, close loopholes. Ohio has $9.4 billion in tax expenditures on the budget. Second, review our state spending and apply proficiency exams to the programs. Let’s fund those that work and change or eliminate those that don’t. Third, level the tax playing field so that it is fair for everyone, especially small businesses, then jobs will be created and our revenues will rise while our wasteful spending falls.
Response to Question 2: The Ohio Constitution places the responsibility squarely on the state. Any contribution by the local district should be the first dollars, not the last. When a shortfall occurs, the state has to answer. We can build in accountability procedures so we are able to tell that the districts are efficiently spending money.
