Response to Question 1:We must review the effectiveness and efficiency of each state agency then make required changes as determined by the reviews. After those changes and citizen input, if additional funds are needed, that should be up to the voters to decide.
Response to Question 2: Funding to public education at all levels has been cut. As a result, the tax burden falls more heavily on the shoulders of the homeowners. Unfunded mandates are significantly costly to local schools. The mandates must be reviewed by educators and citizens. They would then give input as to which unfunded programs are failing to produce positive results. If not, those mandates must be eliminated and state money would be redirected. The Supreme Court has ordered the legislature to fix the way we fund schools. The legislature has chosen to ignore the court. Therefore, once again the burden falls on homeowners. It is the responsibility and duty of the state to provide adequate, fair and equitable funding for public education.
