Training and Experience:District 9- Ohio Public Works Chairman – last 15 yrs. Over 35 years of public Engineering experience in all aspects of public work. Past President of County Engineer’s Assoc.’– N.E. Ohio. Past President of American Society of Highway Engineers. Received the National Assoc. of Counties Highway Safety Award.
Response to Question: I have helped secure over $100 million of State & Federal funding, resulting in more than $200 million in infrastructure improvements. By developing partnerships with Federal authorities & planning organizations, my staff & I have more than doubled Federal funding, returning millions of tax dollars to Lorain County each year. We have maximized & capitalized on every opportunity. During the last 12 years, work done by the Engineer’s Office employees has more than doubled & work orders completed have increased 4-fold. The Engineer’s Office has been aggressive and successful in its efforts in receiving federal dollars. I am in the process of establishing a 0% interest bank loan to be used by cities to complete their engineering for federal assisted road projects. This will help return federal dollars to the cities that most need them. This is an example of the Lorain County Engineer’s office helping Lorain County cities.

Training and Experience: Tom Hesmond is a seasoned veteran in heavy construction industry with twenty-nin plus years with National Engineering and Contracting Co. Tom Hesmond served on National’s Board of Directors from 1995 until the purchase of National Engineering by Balfour Beatty in August 2001.

Response to Question: As the Lorain County Engineer, Tom Hesmond would work closely with the townships, cities, other governmental agencies and the private sector in improving the infrastructure of Lorain County to promote economic development. Tom Hesmond will review the operation of the Engineer’s Office to determine where savings could be implemented and aggressively seek outside funding for needed improvements. The engineer’s office needs to maximize the limited available resources for the greatest benefit of the residents of Lorain County.
