Job Description: The Court of Appeals is essentially a Court of Review. It hears appeals from the Common Pleas, County and Municipal Courts. Desicions are final except in cases involving Constitutional questions, cases of felony, cases in which it has original jurisdiction, and cases of public or great general interest.

Question 1: I will continue to uphold the law and issue fair and impartial opinions. I will ensure that opinions are issued in a timely manner following oral arguments. I will also continue to treat all parties before the Court with respect.
Question 2: I believe that prior judicial experience as a judge or magistrate is important. Prior judicial experience at the trial court level provides one with experience applying the law and rendering a decision. It provides you with a working knowledge of judging the credibility of witnesses and applying the rules of evidence.

Question 1: My priorities are to bring to the court experience and scholarship, and to increase the access of litigants to the court. I will bring my experience as a veteran trial judge for 15 years, Chief Attorney for Appellate Litigation for the U.S. Justice Department, and Adjunct Law Professor.
Question 2: While not a legal necessity, prior judicial experience is crucial to this position. One who has served as a trial judge is at a distinct advantage of understanding the dynamics of the trial or hearing below when examining the cold pages of the written transcript on review.

Question 1:
- Serve the public with honor, integrity, and dignity;
- Work to ensure that legitimate appeals will be determined on their substantive
- merits rather than on their procedural failings;

Question 2: No. What is absolutely necessary is to have been immersed in appellate work for an extended period of years, actually researching and writing briefs and arguing before the appeals court. Skills learned in appellate advocacy are essential for serving the public with efficiency and with distinction as an appellate judge.
